4        Re: The Abolishment of the Death Penalty 

5        General Assembly

6          

7        Concerned that 78 countries worldwide still condones the use of capital punishment

8                          in both law and practice, most notably, China, the United States of America,

9                          Iran, Japan, Guatemala, Saudi Arabia, and Singapore,

10                        

11    Saddened that over 2,000 people were executed in 22 countries in 2005 with 94% of

12                      the executions taking place in China, Iran, Saudi Arabia, and the United States

13                      of America,

14                       

15    Appalled that since the 1990, Iran and the United States of America have imposed the

16                      death penalty on 19 underage offenders,

17                        

18    Asserting that the Death Penalty contradicts articles 3 and 5 of the Universal

19                      Declaration of Human Rights which declares:

20                      Article 3, “Everyone has the right to life, liberty, and security of person

21                      Article 5, “No one shall be subjected to torture or to cruel, in human or

22                      degrading treatment or punishment

23                       

24    Recalling article 6 of the International Covenant on Civil and Political Rights which

25                      states that “The Law protects the right of everyone to life and that no one shall

26                      be arbitrarily deprived of life

27                        

28    Lauding the 36 countries which signed Protocol 13, the first legally binding treaty to

29                      abolish the death penalty,

30                       

31    Commends the 88 countries and territories that have abolished the death penalty, 

32      

33                      1. Requests that the United Nations and the international community place

34                                                    pressure on the nations that still have not done so to remove the death

35                                                    penalty from the legal system immediately.

36                                                     

37                      2. Encourages those who still employ the death penalty to make steps to abolish

38                                                    it as soon as possible.

39                                                     

40                      3. Urges that all nations who condone the death penalty to abolish it for those

41                                                    who are less than 18 years of age.

42                                                     

43                      4. Further urges all countries to sign Protocol 13.

44                        

45                      5. Requests that all nations remember that performing executions is

46                                                    contradictory to the Universal Declaration of Human Rights.
